Chopper

How do you unlock the chopper or is there a way to get it early? Also when does the air suit come into to the game is it unlocked by a mission or and ability level?

You get 'em both by leveling up. Just keep getting those orbs and you will unlock them.

Your agility needs to be at level 5. You can then jump to the Helipad at the Agency Tower.

which one does the suit unlock at so I can focus on that ability?

Agility level 5. You gain the wing suit. And you'll have the jumping ability to reach the helipad.

That would also be the first stat.
