Weapon Upgrade Ques.

I'm on my quest for the 1000 like...everybody else who visits this website.

My question is on the weapon upgrades. It almost seems obvious, but probably not. Each weapon has an x01 or x04 depending on how many times it's been upgraded. I thought it was that's how many times you can put it on characters.

aka, guile x 2 means you can put it on two characters then you'll have to upgrade it again.

I thought that, but it never went down and I was able to put it on my characters. Could anybody let me know the deal? It's probably real obvious.
