'Retaliator' is not unlocking!

I know I have done well over 200 Counter attacks and I have yet to unlock this Achievement. Anyone else run into this problem?

not really, mine unlocked the first run thru with Rorschach. did a quick google search but doesn't look like any else is having this problem, sry for your luck
