Unlock Character Achievements

Hey guys, I don't understand what you have to do for unlocking characters. It says getting the second shells for areas, what does this mean?

When it says get the second shell in a place like "Pen Gu South 4" it means that you need to get the second available shell (usually the score shell) it that specific level. IE: Pen Gu South 4
