Are photos cumulative?
do photos of survivors and psychos carry over to subsequent play throughs?

No, they don't carry over. Check out the achievement guide located here. If it says "TYPE: 1 Play REQ" then it must be done in a single play through. "TYPE: Total REQ" will carry over but those achievements are primarily clothing and EXP related.
