Why game copies have two age ratings 15+ and 18+ ?

I have seen on ebay covers with either 15 or 18 age ratings.
Are there any differences in the gameplay?

I believe the difference is nudity

Theres an option included in a DLC pack that allows for nudity to be turned off. If that option is enabled 15+ if not 18+.
