Problems fixing the Trash Compactor

Is it possible to fix the Trash Compactor after completing Episode 1?

The gremlin here, does not appear! I have even finished all the main story, and nothing: no one appears.

If I start a new game, I can repair buildings at the time of opening (and go into) the DEC to Ostown, but it does not seem logical return return at this time of the game to make the repairs.
