hire new members

Do you open up new recruit windows as time passes ir did i miss something? I have 3 active and 1 More I can see but cant hire. A mission I did said select combar group XX/04 so Im thinking I should already be able to hire more people?

Actually I figured it out I just hadnt done enough story missions.
