how to use two controllers in sonic 2

So this is probably going to be a stupid question but how do you get two players to play sonic 2? i have both controllers on, i mash A when it says for player two to connect and i cant get anything to happen. Am i doing something wrong?

It should just do it automatically. Just start a one player game w/ two controllers connected. When the game starts press A on the second controller and see if tails jumps. If they do then it works. Just make them jump again in the boss battle beat robotnik, and the cheevo should pop.
