Chao World, Cant Unlock Shadow/Dr Eggman?

I've completed both sides of the story, including the Last..
Yet, I haven't unlocked Shadow or Dr Eggman to be able to go into the Chao world.
Am I doing something wrong, or missed something?

You just have to play a mission as Shadow/eggman, find a chao box, break it and collect the key.

Yeah you just need to finish a level with the characters but make sure you pick up a chao key to enter the chao world at the same time.
