Mission 4 Help!

So I'm not very good at mission 4 what so ever... I keep failing! I failed 3 times. First I went bankrupt, then USSR start war with me, and finally I go bankrupt again. My people do not want to work in the factories, they do not want to go to school, I supplied them with everything they ask. Please help!

first time i failed a mission, here, too...

anyway, note to self: imports are allowed, once i click on it. (i thought the "Allow Import" line means im already allowing imports.)


edit: i once had the problem too....either way start increasing wages, or you werent allowing imports....cigars and canned coffee can only be exported, once you allow the importing of tobacco and coffee, since you cant farm these by yourself in that mission!)
if theres no raw material, well...theres no work to do!
