I over shot Lieutenant rank; can I still unlock Fleet Commander?

I left my game to boost 10 million XP in a match, and obviously this is far past the rank of Lieutenant. Is their anyway I can still unlock the Fleet Commander achievement?

Are online ranks saved to the my hard drive or to the server? I ask because I was considering deleting my game save and trying again.

Also, does anyone know exactly how much experience is required for the rank of Lieutenant?

Saved locally but syncs to servers afaik. Might need to email then and ask to be de-ranked if deleting save and re-trying doesn't work
