Where would one get this game for PC?

Its not available as a download from microsoft, steam, or amazon. Ive only found a single hard copy for sale buts it's in the UK. What happened to this game? Why is it so hard to find?

I have three copies, and they're all European. Maybe the PC version was never released in the States.
