Gearhead Vault - Past Propeller

So I'm in the Gearhead Vault, and I'm past the propeller that keeps getting shocked and turning on in intervals. The IGN guide just tells me to walk past it and make a left, but when I do that there are bars blocking my path. What do I have to do to get rid of these?

And please hurry, I only get to play violent video games when my girlfriend and her daughter are out of the house. This is a time-sensitive issue!
