Question about Frenzy.

It's supposed to raise damage inflicted by special attacks. But does anyone know if that effect applies to making special attacks that are buffs, and not damage, any better? Just wondering if it's completely and utterly useless or if it'd be good for buffs.

I don't believe it applies to buffs.
