Weapon collector not unlocking

Why is it not unlocking?

My Aces are above 20

What I did to get my Aces above 20 is I deleted my updates and when to the first level and did the glitch where the enemies keep spawing. I then got my aces up to 20 except one but I got it close to 20 and I went online so the time stamp would say online and it didnt unlock. Please help.

If you have the Games on Demand version, that is why it is glitched for you.
