Unable to find matches

I picked up Gears 2 about a month ago, and I mostly played single-player.

Now I'm trying to get some multiplayer achievements like the 10 wins in Guardian as leader, and eventually the 10 captures of the meatshield.

Problem is, I sit in the lobby searching for a long time without even finding a single person. I read somewhere that if the game can't find a suitable match, it will just stick you in a game with some bots. This hasn't happened for me yet.

Is it just the lack of players, or could it be something with my connection?
