Sonic CD will have a special unlockable character
SEGA have just announced that Tails will be playable from the second playthrough onwards, for the new and images heres the links

Wish they would have had Metal Sonic instead; Tails is for 2nd pads.

if we can use tails would this make metal sonic's achievement any easier or would it be harder?

Using Tails disables achievments. They thought ahead on that one.

As long as you beat the game, you will unlock tails as a new character.
