Is Benefaction a myth?

Seriously,I've sat here choosing "Inspection" for over 2 hours and 30 minutes now and I've still not got the option to use benefaction.The year is now 1588 so I'm almost up to 1600 and then I'm SOL for getting Matsukaze.I've used Inspection since I started my game and not used any negative policies.Is this common or what?

EDIT : Dear God if the bloody guide writers had pointed out that exemption is in fricking "Troops" and not "Decree" I would've had it 12570 years ago.Christ.

So after you unlocked Exemption in Troops, where is Benefaction unlocked?

Under the "Domestic" category.

not to be a dick but dont you have to go into decree to get to troops?
