What is with the Matrix like "cool" slow down effects?

I just had to vent about the stupid slow down during combat. It serves absolutely no purpose whatsoever and all it does is throw off my timing. If they did the slow down before an enemy attacked to help me dodge the attack (like they did with Bone Cleaver 2) fine, but the times it does happen in combat with regular foes is pointless.

Stupid, stupid, idiots.
