Skill points and their usage

Some of the comments suggest that you should wait until you get all of your skill points so that you can max out everything to Level 2. I believe that you only ever get a total of 4 skill points and you have 4 skill categories. Therefore you can you use 1 point for each category or double up on 2 of the categories that you prefer. Is this correct?

yes, you only get 4 and upgrade one item twice.
