Getting Sacrafizzle

So I know everyone is talking about it and I'm sorry for making a new thread I just want the correct answer. I'm looking to get Sacrafizzle and hear it is now obtainable. Can this be done over LIVE with a friend? And if it can be done online with a friend does it need to be on a local server? Or can you only get this by doing a system link? Thanks for the help in advanced. I just want to make sure before I start doing it.

You can get it on LIVE, but it MUST be on a local server (mash A until it forces the game to start). If you have two controllers you can do it on System Link (or a friend over system link, either way).
