Saving Survivor Times?

I currently have all but the handlebars for the bike. I know I need those two guys behind the department to apper, but whenever I talk to the dude on top of the building, but he keeps saying "come talk to me and I might have some new info" and what not. When do they appear? Also, when do the girls at the bowling ally appear? Once, the two guys behind the store appeared after I fought Jed, and when I was traveling back with the bike part, I ran out of time...
Its becoming annoying...
