No More Buildings?

I just finished building the Church and once I was done nothing new popped up? I have built one of every building before it and they are all still standing. No matter what I do no more blueprints will emerge. The Mayor says I should choose between a Gypsy or Foreign Trade but I can't find what he is asking me to build.

for the gypsy or forein trade, you do not build a building. you build five of a certain kind of building part. for the trade one I think you have to build 5 offices, and I forget what you build for the gypsy one. but you can only build one or the other.

To do the gypsy path you've got to make 5 magic curios.
