What's the best/easiest mission to get this achievement on?

The Best way to get to 2 mil is to always kill the enemies really close to you, that gives you a 16x multiplier. Same goes for bigger enemies and even bosses.

... but that's not what concerted combat is about. That's the 30 kills with a joint strike achievement.

You can get it quite easy on the first level. Just wait until there is a large group of them and use the joint strike. Repeat if needed. You don't have to kill 30 at once, just total.
