I can confirm you can get them all with a
2nd silver-account. That's how I obtained it.

This is an online based achievement. You can make any AI character a target within a level (same as campaign levels). Choose a level and pick up to 3 targets. Kill them however you want. This creates a contract for other people to try and mimic. For you to get the achievement, you must "like" a contract that someone else has made.

This you can get either with a friend, a 2nd silver-account or simply go to
Hitman-Contracts,
Quick-Play,
Featured Contracts, pick one and after you have finished any it should show at the stats screen at bottom left
for "LIKE".
