The description of the achievement does state "Out-qualify your team mate at every race of a
Career or Co-op season. It can be unlocked in single-player career, but judging by the OP's experience, the achievement could be bugged.
I'm nearly done with my first Career season, and I've out-qualified my team mate in every race so far, so I'll see how it goes.
EDIT: Yep, it's bugged for single-player. Rather disappointing.
