I had the same problem. To fix it, either (1) try it on the XBox you first downloaded the game to, or (2) try a license transfer to the one you're using now. I have 2 xbox consoles, one where I purchase all content (for others in the family) and my primary play console. The one I use will not unlock any achievements for this game.
