I beat it by starting out with 6 Sunflowers in the water since you get a lot of setup time. Then I'd Jalepeno a lane followed up by spikes (and upgraded spikes help a ton). I stave off early zombies with mines, squash, etc while I get this set up for all lanes along with some regular peashooters. Also, don't be afraid to let your lawnmowers help out.
