erm.... what is this and how do i do it..

need 10 for charge up trainee and 100 forcharge up pro

Hold down the right trigger. You'll see the rings around your weapon icon go orange. When all of them are orange, your charge is full.

Let go to unleash a more powerful blast! :)

You know it's faster if you just use combo attacks (direction combos, machine gun button). Charging is slow and defeats the purpose of the attacks.
