The Gold Hammerburst code was given out on a few midnight releases only. You can still find the codes on eBay.

The Gears 2 LE includes an outer sleeve, an artbook, metal case, a pic of Dom and Maria, bonus DVD, and a code to use a Gold-plated Lancer online. -
LE is short for Limited Edition. I just have the game laying around and I don't really need it. I already have another 2 copies of Gears 2.
