Please Help! Problem with Robin Technology Suit

I have the Decoy Suit Upgrade Robin, and I can't use the Technology Panels with the Button. It just continues to make decoys. Does anyone know how to get around this.

unless the car, boat or helicopter you are going to control has been built or found you cannot use the panel, i had the same problem

What are they playing at? I'm over 79% done with the game, and I cant get 100% because I unlocked something IN the game? There has to be a way. Any help appreciated.
