I only have one person left- Tina from the Barrio then I can get plat rpgs, but I've been going up and down every street in the Bario for 2 hours, can anyone tell me if she onlyt appears at a certain time of day or somewhere else?

Yeah that bitch took me the longest to find too. Her and Don who was like six blocks away from the Red Light District riding fucking shotgun in an old beater. Anyway, I finally found Tina in the Downtown area and I've seen her there twice since. Check downtown near the water.

yeah, check downtown and suburbs. I found a few in suburbs that werent supposed to be there.

i found her!! she was in the suburbs, like 5 of her spawned at exactly 8:00 AM... i killed all of them :)
