Didnt I hear that this game will be avaliable when you buy the special edition of Fable 2?

It will be on the disc but not as a XBLA title, in Fable II (either version. not just the special edition) the games you play in the Pub Games XBLA game are the same games you can play in the pubs within the game itself.

you go into a in game pub and can play the games but its not a arcade game that gets you 200 points from playing all the games
