Can somebody give me a walkthrough on how to win culturally? (I.E. What you do, what you do while stuff builds, technologies to research.)

Also, how do you enter different eras?

I tried this method on Diety and all was going well until I had built around 13-15 great people and then it ceased to continue making them for me...

At this point my culture reads:

Culture
+208 Per Turn
8352/5400

does anyone know whats goin on?
