Finish the Cell Saga.
Completely stupid, I know, but it unlocks another chapter in the Frieza saga.

After you complete the whole of the Cell saga, you will unlock a chapter involving Bardock in the Frieza saga. There are three more chapters concerning that storyline, so four more Z's to get in total. Good luck.

Same story with the Cell saga, when you think you've completed it, you'll find out that not everything is unlocked. So you first have to complete the Bardock chapters and then come back to new chapters in the Cell saga.
