So after being bummed out about getting ending C, I caved and bought a guide. Here are the goodies; straight from the BradyGames guide.
Infinite mode: Beat 72 hour mode and receive ending A.
Achievements with Unlockables:
5 day survivor - laser sword
7 day survivor - Arthur’s boxers
carjacker - prison garb
census take - white hat
hella copter - special forces uniform
item smasher - pro wrestling boots
karate champ - pro wrestling briefs
perfect gunner - ammo belt
pp collector - hockey mask
punisher - mega man tights
saint - pro wrestling boots
transmissionary - mall employee uniform
unbreakable - mega man boots
zombie genocide - real mega buster
*Items appear in shopping bags behind the air duct in the security room
Endings
Ending F - Fail to collect all of Carlito's bombs during case 7-2.
Ending E- Frank is not at the heliport by 12pm on the 22nd, and has not solved all the cases.
Ending D - Frank is a prisoner of the special forces when 12pm on the 22nd occurs.
Ending C - Frank is not at the heliport at 12pm on the 22nd and has solved all of the cases.
Ending B - Solve some cases and rescue a specific number of survivors.
Ending A - Solve all cases and reveal the truth behind the incident and make it to the heliport by 12pm on the 22nd.
I'm still not 100% sure on some things, but I guess if you got stuck with ending C it was because you didn't rescue enough people/do the side cases.
