Pigeon #180 not spawning

Did Liberty City Minute under 30 hours and then ive done everything apart from the pigeons and stunt jumps. (95%). Went through 179 of them in a day using the gamesradar map and the youtube videos....

I started in order, and saved in a sepearate gamesave after every 50 pigeons. Now Pigeon #180 is not there!! (under the ramp on the beach that is used in the final mission to get onto Lil Jacob's helicopter). This way i knew exactly whcih number pigeon i was looking for next....

I remember seeing this pigeon previously as i missed the ramp a few times and failed the mission but did not shoot it. So i knew where it was anyway...

I went back to previous gamesaves, and i have found the pigeon on a save i made after i finished the final mission at around (74% and no piogeons killed). The gamesave with 179, 100 and 50 pigeons do not spawn this particular pigeon however.

Is my only option to start at the gamesave and re do all the side missions?

I have read on gamefaqs forum - someone else that had exactly the same problem as me on #180 and is stuck. (http://uk.gamespot.com/xbox360/action/grandtheftauto4/show_msgs.php?topic_id=m-1-43197151&pid=933037)

You may want to cross check your map with the map on this site or any other one. I've read on a couple of threads that the gamesradar map is missing a pigeon. Hope this helps.

the map on this site is the gamersadar one...

i am just going to have to reload a save after the final mission and redo all the side missions. Im going to do the pigeons first....

FYI - there are 199 pigeons on the official map (the one you access at the internet cafes in GTA).
