This is driving me crazy!!

I don't understand why Jeff won't call me for a second encounter. It's been over a week in game time he still won't call me. People keep telling me not to worry becuz he doesnt count for 100%, if this is the case then ok but even still why wont he call me

He'll call after messing around for a bit. He called me after waking up after a save. Besides, the first mission is all that you need for completion percentage.

He doesn't count for 100%:woop: My 100% is proof. He also never called me a second time.

He doesn't call me too and i have 100% for more then a week now

i think the random characters can be a bit glitchy. ive had trouble with the second encounter with certain characters then they randomly become available for no reall reason. hopefully he'll call and if not it sounds like you can get 100% anyway
