Is it possible to use your one phone call to Frankie to get the cops off you for the walk free achievement?

No, walk free is a 4 star wanted level, the phone calls won't touch anything over a 3 star level

It also says you have to "outrun" them.

Watch the freaking spoilers! Call Kiki, the lawyer but you should also try not sucking at driving. If you escape the radius, them hide for a few seconds, don't keep going. Even try using a pay n' spray.

Unfortunately you can't use the pay and sprays, tried it and you just loose the stars, no achievement. I got mine whilst driving around at the airport. Maybe some kind of glitch or maybe just stayed out of sight for long enough to get it don't know. If you are having trouble with the achievement there are videos on youtube that show you good areas to do it.

i cant believe khaos didnt mention this since he wrote it but if you go to his achievement guide it gives two very easy ways to get the achievement

I got it at the airport on a bike. Drove to one end of the runway behind the ramp and let the cops all gather round then hauled ass to the other end of the run way.
before I got to the perimiter I jumped off the bike whilst it was still going and bounced over the perimiter at which point the achievement appeared!!
