Heli Tour problem

I've gone on 5 of the Heli Tours but over the space of 3 hours from the 1st to the 5th I have never seen a helicopter on the far left one (third one) and that's the last one I need to get that achievement. Any ideas on how to get that one on there? There has almost always been a different combination of helicopters when I get there and always 3 but never a combination including that one. If I stole a copter and put it on that spot would I be able to come back and take that tour?

Unfortunately, it's all random. Personally, the one that I was waiting for was the 3rd from the right (1st one as you turn from the 3 on the main pier to the 3 on the secondary pier).

If you jack it, then leave it, the copter pilot won't be in it, and eventually, it will just disappear. All I can say is keep checking back occasionally.

yeah khaos is right just go and save your game and then check back eventually it will be there.
