Where is the Pigeon? Please Help!!!

I'm having trouble finding pigeon 84 on this guide can anyone tell me where it is because the site i've been following is useless it's too dark to even see it here's the links.

it's where it says it is, just under the bridge on top of the support. Go there during the day when you can see better

i found using a sniper rifle to look in difficult places quite helpful even in the dark...or you could turn the brightness settings up in the start menu area...this helped also

just stand exactly where niko is in the picture you can see it from there only just its in the middle of the support

I've been having some trouble finding #89 in that same guide.

I've taken a helicopter and flown over and under that bridge a good 6 times, took a boat and went underneath the bridge and looked around with my sniper rifle, but I couldn't find the pigeon at all.
