Random Character - Brian - 3rd Encounter problem.

Okay, so I've read that Brian shows up a 3rd time in downtown Broker. But I've been haunting the area for hours and he still hasn't shown up. I've already done his first and second encounters. and this is the last one I need to wrap up the random characters percentage before moving on to stunt jumps and pigeons (I'm at 94.50%)

this is really bugging me. If anyone knows why he won't show, I'd appreciate the insight.

I had to advance time about a week to get him to show. I don't believe he's one that appears a certain time of the day. Hopefully he'll pop up eventually.
