Found this entirely by accident last night. Simple enough!
Step 1. Finish the ULPC mission titled 'Paper Trail'.
Step 2. When it's finished, fly over to Alderney (assuming that you haven't "unlocked" it yet). You should get a six star wanted level almost immediately.
Step 3. Keep in the air. Avoid all police vehicles. The helicopters shouldn't give you a hard time if you stay the hell away from them. Keep this up for five minutes, and the achievement's yours.
Now would be a good time to try for 'Under The Radar' too.
