Getting the Heli Unlocked?

I read some of the sticky's and some of the achievement lists on other sites, including Xbox.com, yet I cannot find exactly where I can find/unlock the helo.

In multiplayer mode, I can go to the northern-most part of the airport and find 3 helo's sitting there. In story mode, I cannot seem to find one.

If there's a thread somewhere on here I didn't find but you have bookmarked, don't hesitate to PM me with it. It's 3am here in Austin, TX and I'm sure I may have missed it.

My main focus is to get 4 star wanted level and escape. I tried getting 2 stars, catchin a cab (via a phone call to Roman) but still get shot everytime. Any easier way? I also can't seem to find a damn motorcycle near the airport. Only the choppers that don't allow you to wheelie the damn thing.

Back to the main question to recap, when do the Heli's get unlocked or where can I find one? I've only unlocked the northern island from the main one you start off at. I just murdered/kicked Ivan (i think is his name) off the crane for Vlad. (This first "hit" in my story mode)

they're located at the 2nd big island. Once you get there go all the way south and right on that island. grab a helo go to the 3rd island you'll get 6 stars right away...hover in the sky for 5 mintues and you're good

This is how I got it,

Go near sea, Do the raise wanted level cheat and click it 4 Times
Spawn a boat and lose wanted level on a boat.
