I just found the right hospital for it. Cops rarely get you. Start outside then go inside the hospital and youll get it. I just got mine from it :)

Theres a med pack on the wall, also it doesnt matter if you die, you will keep the same number of counters as long as you get it in the time limit

Along with the med pack Toasty mentioned I think there should be a soda machine where you can purchase soda. But if dying doesn't matter I wouldn't worry about it.

When did the OP get this achievement at this place? The main problem with this achievement is that the people do not want to fight (they're cowards without their guns).

Look for the black people and hobo's they are the ones that usually fight you. Or just look for people that have tattoos and are buff they fight back.

there isnt enough people that fight back, i do two counters and the guy die's then i run around to find some1 else who would fight and they run away screeming lol

Yeah I was having the same problem lol, everytime I went to fight someone they ran away and then when they did fight random people walking past turned round and stuck up for the guy, therefore leaving me getting my ass kicked. :(

they really ruined fighting in this game. this wasn't fun when it was called K1 arena fighter for playstation and isn't fun now.

I personally got this achivement on the pier area. No cop cars driving by to interfere, a good supply of peds, and very few police (if any)

Yeah, I couldn't get it at this spot either. They kept running away. I went to a ratty part of town. There is mostly thugs and hobos there that are usually wanting to fight.

Yeah that's the same place I got it. Lots of hobos and they're real easy to counter.

I actually was able to get this achievement over by the Heli Tour pads, on the middle Island, far bottom. Just go to where they have the roped off line and start hitting them. I just went in the order of line and each one fought me. No cops are usually there so you don't gotta worry about them interfering Also there is a hot dog vendor when you pull up to the place if you need health. Hope this bit of info is useful.

just go near any hospital.... and start a fight in an alley or project/apartment parking lot. Pick a fight... counter as many times as you can befor you die or go get a med from the hospital wall.. this is an easy one to unlock.

this is exactly what i did, i got mullered though half way thru, so when i came out the hospital i got a cab back to the heli pad, did another couple, and got the achievement :D

i did exactly the same thing as this if im thinking of the right place, (you go just down the side of the hospital and there are stairs down to a pedestrianised area). Got it straight away, it was quite easy there i thought. I think it counts if you counter the same person more than once as well, ie counter one person twice equals 2 counters towards the total. just didnt seem like i fought 10 seperate people.

Outside your hotelroom safehouse seems to be good, there are alot of homeless guys and they are easy to fight because they always fight back but are very slow.
I just got them achievement from them.

I did this at the Heliport, no cops bugged me at all, and the people just kept coming, was a sinch.

I just went out and picked a couple fights and did the dodge, punch. Finally got killed, respawned at the hospital and picked another couple fights. Died and respawned at the hospital - rinse and repeat - achievement unlocked.....

Why do you really need to go to a specific place? This was SO EASY. I just did it wherever with just a few characters.

indeed, went to the Helitour area and just fought people there. in the line you can find some chubby npcs and they attack a little slower so its easier to counter them. although i did have the cops on me twords the end. but still got it ^.^

I actually just got it this way.
it works great since all the workers will fight back and you can get people waiting in line to fight with you. and since your back away you can still run to buy hotdogs and not get the "Doesn't sell to unruly customers" thing.

Yea, I'm gonna try that. Couldn't get the hospital thing to work because none of the people in there will fight; they're all sick/dying and their health meters always stay blue.

Worked great, thanks for the tip. For anyone having trouble; kick (x) the people asleep or sitting down so that you don't knock them out with a surprise attack; Dont hit back, only dodge until you can counter because you only get 2 counters per person until they die, or one if they run; if you run out of people to fight go to the Injury Care Unit (like in Flatline) and go back, people in the corridor will respawn, do this if there is no men too (the women dont fight back).

tried this method out and it worked great went inside of the hospital and beat up like 3-4 guys and got it unlocked around 2-3 counters each
