If I fail a mission is that just it, no achievement?
Or does he re-appear later on so I can try again?

You will get the option to retry a mission if you fail it. :)

When?
Cause I failed one and there was no retry text like normal missions.
Will the guy just reappear at a later date?

In guide it says that you only need to encounter them to get an achievement

you need to do the missions to get 100% i've the "meet them" achievements for about a week, but yesterday got an extra 2% or so for doing more more of the random missions

Okay well considering I want 100% I guess I'll be doing trying to find him again.

Btw do some of them only appear at certain times?

theres 2/3 with the same person, so they dont appear until the prerequisite missions are done and appear in order, so you just have to taxi your ass around to all the locations and mark the ones off on a map once u have done them as it doesnt track how many missions you have done, only how many u have met

Right, well after I've gotten all my relationships over 90% I'll move onto completing random peds.
