Brucie = FPS Doug?

Is it just me or does Brucie sound a lot like FPS Doug? Did they get Doug to do some in-game voices cause that would be tight. Also is doing Romans Side-Taxi missions needed to get 100% in the game? Or are they just for money? Cause if not I would like to just skip them and not worry about them.
