So i'm doing a deal for Jacob, I'm in a little underpass when i notice a pigeon highlighted the same way weapons are. I try t interact with it in all ways...no luck..so..I shoot it...and a poof of feathers and then the message...

"199 More flying Rats in Liberty City"

any insight on this? I suppose this may be necessary to 100% game?
