Check your stats and make sure you have done 20 missions as mentioned in the previous post. To speed things up, only go for criminals on foot and run them over.

Exactly guys.. it's like she haunts me mentioned! I did it last night going only for the criminals on foot, and it popped up in about 25-30 mins..

ok ill try, but i think that i may have not got it cause i did a few gang activities, and it only counts as one
